About us?

The South American University Institute -IUSUR- is a foundation, built under the mandate of developing university education functions, like education, research and innovation, and service to the social environment, with a strong commitment with innovation and internationalization of Higher education, from a South-South perspective. Its headquarter is located in Montevideo, Uruguay, with branchs; and in Porto Alegre, Brazil and Lubango, Angola.

Our History

IUSUR has born from the close collaboration between a group of professors and researchers from Latin America in the field of Higher Education, developed in recent years.

These researchers are part of Interdisciplinary Research Centers in Brazil and Mercosur, and coordinate doctoral programs in Argentina, Bolivia, Paraguay and Uruguay. They have a relevant experience in the management of public policies in the fields of Basic and Higher education, the management of regional efforts of educational integration; and an intense participation in academic events related to the area of University management, Comparative Education, Teacher Education, Internationalization and Higher Education Quality.

The main idea of setting up IUSUR have implied the creation of a High quality institution, focusing on posgraduate level, based on an innovative institutional model, with the commitment of a body of PhD professsors and researchers, focusing on internationalization of Higher Education from the Global South perspective.


In January 2014, Dra. Marialva Moog Pinto and Dr. Enrique Martínez Larrechea, representing the Latin American University -ULAT, Bolivia- and the Society for Culture and Education Life -Angola- began teaching a Master degree in Higher Education in Lubango, Republic of Angola, devoted to Advanced training of Angolan teachers.


In May 2015 in Montevideo IUSUR Foundation was formed and started its academic activities, while continuing the procedures for official approval before the Ministry of Education of Uruguay.


To develop the traditional role of the university in the humanities and social sciences, promoting innovation, and South-South cooperation, especially at the level of postgraduate studies, underlining regionalization, internationalization and globalization of Higher Education, with a look oriented to the development of emerging companies in Global South


To be recognized as a World Class Latin American university developed accordingly to high levels standars


Our values are based on the recognition of the centrality of the human person, in the context of an increasingly global world history. History that must be featured by the full development of emerging societies of the South, as well as by the full personal and collective development of the children, women and men.


This recognition implies specific values: dialogue as a central cultural criterion; intellectual honesty and commitment to the search for truth (even a temporary and self-corrective truth); the epistemological critique, theoretical and political criticism of reality; in order to build academic and social spaces for innovation and development, devoted to the full development of human beings, especially of the most vulnerable people and societies.

Institutional structure

IUSUR consists of five bodies: Council of Administration, Academic Council, Permanent Council -which results of the addition of the precedent two; the Advisory Board (Consultive Council), which brings together representatives of teachers and students and the Scientific Council, composed by higly recognised researchers.

Areas of academic and scientific knowledge

IUSUR has two main interdisciplinary areas of knowledge, performed by these two r departments:



Basic and Higher Education


This area implies the systhematic and interdisciplinary study of Basic and Higher Education and their challenges and transformation trends.



→ Global and Regional Studies


Global and Regional Studies constitute an interdisciplinary field, where converge Public Policy, International Relations, Regionalism and Global Governance, in order to a better understanding of the new multipolar architecture and the role of the Global South in the world


Interdisciplinary Space


The Intedisciplinary Space depends of the Vice-Chancellor Office and has the main aim of promoting and interdisciplinary approach of complex phenomena and ethic, cognitive and social challenges faced by both Society and University.

Knowledge and University recognizes the central role of philosophy in the historic development of the academic institution and knowledge, developing academic initiatives related to Philosophy and History of University and Applied Ethics.

  • Development of educational models based on rigorous assessment instruments, which can incorporate generally not included dimensions (such as autonomy and development of ethical judgment, civic consciousness, conviviality skills, etc.)

  • Lifelong learning: Research and experimentation on systems of knowledge certification;

  • Promoting the Development of Comparative and International Education, giving specific support to the Uruguayan Society of Comparative and International Education – SUECI

  • Development of an Afro-Latin American academic program
